Espiritu Loci worked with a team of consultants to create a form based code for the Mesa Proving Grounds project in the City of Mesa, Arizona. Mesa Proving Grounds is a 3,200 acre site located on a portion of what is now the General Motors Desert Proving Grounds. The project is envisioned as a mixed-use employment hub for the City of Mesa. Our team has been involved with the entitlement phase coordinating efforts of multiple consultants. Being that the City had only used a traditional Euclidian Planning Code, we worked extensively with City staff to develop a form based code that was not only flexible for the development but also provided a new set of standards and methodology for the City. As a result of the final code, the City adopted new street and lighting standards to work within.
Our involvement in the project was to work with each individual consultant to integrate their items into the project and develop the code around their contributions. Sections included: Land Use Groups, Design Guidelines, Street Standards, Park and Plaza Guidelines, Landscaping Standards, Stormwater Drainage and Retention Standards, Parking and Loading Standards, Lighting Standards and Sign Standards.
