Espiritu Loci assisted in the development of the Apache and Navajo County Comprehensive Plans by working with the staff and board members in each county. Existing conditions were evaluated county wide and plans to accommodate growth and identifying future transportation needs were created.
These counties are in a region of the state where the future potential for development is so large compared with existing developed areas that the future is still coming into focus. With strong property rights and a desire not to limit future possibilities for growth, the typical land use map for a comprehensive plan was replaced with a character area map. These maps, more valuable in nature, assist in discussions and build a context that decisions can be made within.
